THE ONE REAL DEVELOPMENT: Gov. Hochul announced May 7-8, 2026 (at a private gathering with Agudath Israel) that she intends to opt New York into the federal ECCA tax-credit scholarship. This is announced INTENT, not a filed election - she said she will wait for IRS implementing regulations.
