NOT AN ENTITLEMENT - this is the single most important caveat. Funding is private corporate donations routed through Scholarship Organizations, so awards are not guaranteed, families must apply SO-by-SO, and the amount depends on how much that SO raised. Roughly 71% of applicants are turned away and persistent large waitlists exist. Because the money is private donations rather than state appropriations there is no Blaine-amendment barrier; yeshivas and Jewish day schools participate widely (e.g. Children's Scholarship Fund Philadelphia). The 2025-26 budget flat-funded EITC/OSTC but added 50M to the Economically Disadvantaged Schools portion. SECOND PROGRAM: OSTC averages 3,186 (2023-24) and is stackable with EITC, but requires residence in a bottom-15% 'low-achieving' school attendance zone - a hard geographic gate that excludes many suburban enclaves. PASS / Lifeline Scholarship was NEVER ENACTED (Shapiro line-item vetoed it in 2023-24; SB 10 laid on the table Nov 12, 2025) - do not plan around it. PA has not decided on federal ECCA opt-in.
