First universal ESA in the nation (universal since 2022). Funded at 90% of the state per-pupil base funding plus charter additional assistance; students with IEPs or 504 plans receive substantially more. Kindergarten funds at a lower rate. ESA is a true savings account - funds may be spent on tuition, curriculum, tutoring and therapies, and unused balances roll over. Arizona Supreme Court upheld ESAs in Niehaus v. Huppenthal; no religious exclusion in A.R.S. 15-2402. Ongoing legislative pressure to add income caps and tighten oversight - monitor before relying on it long term.
