New York has NO private school choice program - no voucher, ESA, tax-credit scholarship or town tuitioning. EXPLICITLY NOT SCHOOL CHOICE and excluded from this analysis: Mandated Services Reimbursement, CAP, STAR property-tax relief, nonpublic textbook/software/library aid, and security grants - these are institutional reimbursements to schools, not portable family funding. THE ONE REAL DEVELOPMENT: Gov. Hochul announced May 7-8, 2026 (at a private gathering with Agudath Israel) that she intends to opt New York into the federal ECCA tax-credit scholarship. This is announced INTENT, not a filed election - she said she will wait for IRS implementing regulations. Nothing disburses before tax year 2027, and the per-child scholarship amount would depend entirely on how much each SGO raises. Do not budget a number against this yet.
