BOOST was NOT defunded - verified live for 2026-27, with a parent application window of March 9 to May 8, 2026. But it has been repeatedly targeted for elimination and the appropriation has fallen from its roughly 10M peak. MSDE states plainly it cannot fund every qualified applicant. CRITICAL FOR LARGE FAMILIES: priority goes to returning recipients AND THEIR SIBLINGS - a major structural advantage once one child is in, but the first child must get in during a year with capacity, and a lapse forfeits renewal priority. Orthodox Jewish schools are a significant part of the participant base (Agudath Israel of Maryland runs outreach). Bethel Ministries v. Salmon (2021) litigated MSDE's attempt to exclude schools over nondiscrimination-policy conflicts; the school prevailed, but participation conditions are worth confirming. Other MD programs are not family-portable: Aid to Non-Public Schools (paid to schools) and NTAP (full-tuition special-ed but only via the IEP process). Gov. Moore undecided on federal ECCA.
